BOCRA WEBSITE DEVELOPMENT HACKATHON
OVERVIEW & PROBLEM STATEMENT
Botswana Communications Regulatory Authority (BOCRA) is mandated to regulate telecommunications, broadcasting, postal and internet services in
Botswana in the public interest. The BOCRA website is the Authority’s primary digital platform for accessing information, regulatory publications, public
consultations, consumer protection tools, and stakeholder engagement.
The current website does not fully support BOCRA’s evolving regulatory mandate and the growing digital expectations of citizens, licensees, and other
stakeholders. Users experience challenges in accessing information efficiently due to limited usability, accessibility gaps, and inadequate search and
navigation capabilities.
The platform also lacks seamless integration with internal systems such as licensing, complaints management, domain registry, and cybersecurity
advisory services. This results in fragmented service delivery, reduced transparency, and increased reliance on manual or offline processes.
In addition, the existing digital platform has limited capabilities for real-time analytics, dashboards, automation, and advanced security controls. This
constrains BOCRA’s ability to deliver data-driven regulatory services, ensure compliance with modern cybersecurity and data protection standards, and
scale digital services sustainably.
The core problem is the need for a modern, secure, accessible, and integrated digital platform that enables BOCRA to deliver efficient, transparent, and
citizen-centric regulatory services while supporting future innovation and growth.
EXPECTED OUTCOME OF THE OVERALL DEVELOPMENT
The hackathon is expected to produce innovative, practical concepts or
prototypes that demonstrate how BOCRA’s website and digital services
can be transformed into a modern, user-centric regulatory platform.
Proposed solutions should showcase improved user experience,
accessibility, system integration, security, and performance, while
enabling self-service, data-driven decision-making, and enhanced public
engagement.
The outcomes should provide BOCRA with actionable insights and
scalable ideas that can be further developed into a fully implemented
digital platform.
ELIGIBILITY CRITERIA
• 100% Citizen Owned Companies registered with Public Procurement
Regulatory Authority (PPRA) in the following categories:
• Code 120 ICT Technical Support Services sub code 01 Systems
Development Services and maintenance services.
• Valid tax clearance issued by Botswana Unified Revenue Services
(BURS) or its exception.
OR
• Youth between the age of 18 - 35 years old.
• 4 - 10 members within a team
• At least 2 female participants
• Should the team from this criteria win, they will be required to register
a company at CIPA, along with the above codes at PPRA and Valid Tax
Clearance prior to contracting.

HACKATHON DURATION
The hackathon event will be running for one week, with teams expected
to have submitted their best work by the end of day 27 March 2026,
Time 17:00HRS CAT.
HACKATHON BRIEFING
The briefing will take place on the 23 March 2026 at 0900HRS following
the commencement of hacking. Qualified teams are expected to receive
an invitation to the briefing via Microsoft Teams on the 20 March 2026.
PRIZES
SUBMISSIONS
Primary submission will be through the BDIH Skillsranker (
https://
skillsranker.bih.co.bw/ ) platform by way of attaching and uploading files
and sharing the link to your preferred cloud drive. Refer to item 12 from
FAQs on how to package the submission.
Primary submission should be followed by an email submission to:
hackathon@bih.co.bw by attaching a link to the preferred cloud drive.
WHAT SHOULD I SUBMIT?
Technical proposal clearly detailing:
• Motivation,
• Solution design and architecture,
• Software stack,
• Lessons learned during the process.
There should be ample evidence of a good research process that has
gone into the development of the product.
The technical proposal should not be more than 10 pages.
SUBMISSION FORMAT
E.g.
• URL link to the solution (Mandatory).
• Walkthrough video of your solution (Mandatory).
• Installation/executable files for all platforms.
• Source Code (Mandatory).
• Include ReadMe file explaining how to run the files and tools to be
used.
File size for submission: Maximum allowable file size 150MB
